HORNET ENGINEERING ENTRANCE EXCAVATIONS

Borough Councillor David Evans reported to BGPC on 11th Feb that the extensive works on the roundabout are "Storm Drains connected with the Hornet Distribution Centre"
There has beeen much consternation recently as major excavations have been carried out at the Isles Quarry entrance, with many suspecting a secret commencement of Hanson/TMBC's major housing development.
Let me first (partly) put your minds at rest: THIS IS NOT THE START OF ISLES QUARRY HOUSING. It is a legitimate reconstruction of the entrance to Hornet Engineering and the other industry tucked away at the top of the hill. The recycling point should re-open once construction hazard to the public has concluded.
HOWEVER: Whilst a planning Permission (click this link and enter number to see plans: TM/08/01860 ) is approved for the roundabout entrance, Planning Enforcement have investigated the amount of trees felled, and the new entrance that has been carved through the bank onto the Haul Road. Personally, whilst I don't like Hanson's cavalier attitude to Planning Law, but I do approve of this entrance, which if properly managed could alleviate much of the HGV traffic to the site that currently uses Quarry Hill. But why do they need the new entrance on the roundabout as well?
I suspect the sheer scale of the legitimate entrance works, far in excess of that required by Hornet access, is a scam to facilitate the access for building the 200 houses.
I reproduce below an email from Planning Enforcement with their conclusions.
PLANNING ENFORCEMENT
Dear Mr Taylor
Further to my email of 14/11/08. I have now completed my enquiries and
the situation is as follows.
No breach of planning control has occurred in respect of the removal of
the trees. The trees are not subject to a Tree Preservation Order,
within a Conservation Area or subject to a planning condition.
Consequently no consent was required to remove the trees. The new
access to the private Haul Road is a temporary measure while the
existing access to Quarry Hill Road is altered as approved by planning
permission TM/08/01860/FL and it is intended to close the access and
reinstate the bank by the end of February 2009. Nevertheless the
creation of the new access is permitted development and is not in breach
of planning control.
